In Relation To: The Early Learning and Child Care (ELCC) Asset Mapping Report:
Background
This Data Sharing Agreement between the Chiefs of Ontario (COO) and Sisco & Associates Consulting Inc. (SISCO) includes the terms of data collection, management and sharing incumbent on SISCO for the duration of the ELCC Asset Mapping Report project, from May 2021 through February 2022.
Data Ownership
COO and SISCO acknowledge and respect that participating First Nations maintain ultimate ownership of any data collected regarding their respective First Nations’ lands, community, and Peoples. SISCO will be sharing data with COO in accordance with this agreement, and COO has discretion to share back First Nation community-based data in accordance with their current policies and practices, such as OCAP™ (Ownership, Control, Access, and Possession), USAI (Utility, Self-Voicing, Access, Inter-Relationality) and other First Nation community-based protocols.

Confidentiality
SISCO agrees that they have utilized and will continue to utilize the following measures to ensure confidentiality of data is protected:
- Exercise at least the same degree of care as it uses with its own data and Confidential Information and will protect the Data from misuse and unauthorized access of disclosure at all times.
- Not release the names of individuals, or information that could be linked to an individual, nor present the results of data analysis in any manner that would reveal the identity of individuals.
- Not release data to a third party without prior approval from the data provider.
- Not share, publish, or otherwise release any findings or conclusions derived from analysis of data obtained from the data provider without prior approval from the data provider.
While its terms may be satisfied prior to this date, as anticipated in the workplan (May 2021 – February 2022), this Agreement is intended to survive beyond the duration of the life of the project up until the data can be returned to the COO and / or destroyed in accordance with its terms.
